New Construction Homes in Palm Bay
One of the lower-cost places on the Space Coast to buy a brand new house
New construction homes in Palm Bay are some of the more affordable new houses on Florida's Atlantic coast, partly because so many are built one at a time on existing lots. Zillow's home value index puts a typical Palm Bay 4-bedroom at about $348,063 and a 3-bedroom at about $283,771, which leaves a new build within reach of many first-time and budget-conscious buyers.

Why Palm Bay has so much new single-family inventory
Palm Bay is overwhelmingly a detached-house city: Census data shows 83.5% single-family detached homes and only 4.7% of units in larger buildings, with a median year built of 1993. Large parts of the city were laid out long ago as a grid of individual lots, and many of those lots have been filling in with new homes ever since.
That gives buyers two kinds of new product. One is the spec or to-be-built house on a single lot in an existing neighborhood, built by a regional builder with a short list of floor plans. The other is a new home in a planned subdivision with an HOA, community amenities and sometimes a CDD. The single-lot route is usually cheaper per square foot and often carries no HOA, while the subdivision gives you a uniform street and shared amenities.

Financing a new Palm Bay home on a tight budget
At these price points, many buyers use FHA, VA or USDA-type loans or conventional loans with low down payments. A few things change when the house is new:
- Completed vs under construction. Government-backed loans usually close on finished homes with a certificate of occupancy. A to-be-built home may need a lender comfortable with the timeline.
- Appraisal. The appraiser compares the new house against recent sales. If the contract price is above what nearby resales support, you may need to cover the gap in cash or renegotiate.
- Builder incentives. Closing-cost credits can be valuable to a buyer with limited cash, but they usually require the builder's lender. Compare the total with an outside loan estimate. You can use any lender.
- Escrow for taxes and insurance. Your payment will include taxes on the full new value and an insurance premium. Estimate those carefully, because they move the payment more than a small rate difference.

Checks on a single-lot spec house
Spec homes on individual lots are built quickly and in volume, which is efficient but leaves room for mistakes. Before closing on one, I'd want:
- An independent inspection, ideally before drywall and again at completion.
- Confirmation of whether the lot is on city water and sewer or on well and septic.
- A look at how the lot drains toward the street and neighbors, especially where adjacent lots are still vacant and may be built up later.
- The FEMA flood zone and the elevation certificate.
- The builder's warranty in writing, typically 1 year on workmanship, 2 years on systems and 10 years on structure.
Also ask what the builder includes as standard. Some base prices exclude window coverings, a refrigerator, washer and dryer, or gutters, and those add up on a tight budget.
New vs resale: the 1990s house down the street
Zillow puts the typical Palm Bay single-family home at $305,470, down 1.2% over the past year and up 15.1% over five years. The lower third of the market tops out near $237,626 and the upper third starts around $367,927, so the spread between older and newer homes is fairly tight.
That tight spread is why new construction often makes sense here. If a new 4-bedroom costs only modestly more than a 1990s resale, the new roof, new HVAC and current wind code can easily cover the difference within a few years through lower insurance and fewer repairs. Insurers may require a 4-point inspection on older homes, and a resale with an old roof can be hard to insure at a good price.
Insurance, taxes and condos in Palm Bay
New homes built to current code usually earn wind mitigation credits for the roof, roof-to-wall connections and openings. Ask the builder for the wind mitigation form at closing. Get a flood quote for the address even if it isn't in a high-risk zone. On a Palm Bay house insured for $300,000, a 2% hurricane deductible works out to $6,000, and it applies on a calendar-year basis rather than per storm, so keep that amount set aside in savings.
If the home will be your permanent residence, homestead can take up to $51,411 off assessed value in 2026, which makes a real difference at Palm Bay price levels. Condos are a small part of the market, valued around $139,356 and down 11.8% over the past year, so nearly all new-home buyers here are buying detached houses.
Palm Bay vs Melbourne and other Brevard options
Zillow's all-homes values run around $357,832 in Melbourne, $372,498 in West Melbourne and $397,116 in Rockledge, against $303,347 in Palm Bay. Titusville, at the north end of the county, is lower at about $271,676. Buyers who want new construction at the lowest price in south Brevard tend to land in Palm Bay; buyers who prefer to be closer to the beaches or established shopping may pay more in Melbourne or West Melbourne.
Bring your own agent to the first visit with any builder, since the sales rep represents the builder. If you send me your budget and loan type, I can match it to Palm Bay spec homes and newer resales that are likely to appraise.
Palm Bay: questions and answers
How much is a new construction home in Palm Bay FL?
As a reference, Zillow's index puts the typical 3-bedroom at about $283,771 and 4-bedroom at about $348,063. New homes on single lots often price near or slightly above those midpoints, depending on size and finishes.
Can I use an FHA or VA loan on a new home in Palm Bay?
Usually yes on a completed home with a certificate of occupancy. For a to-be-built home, confirm with your lender how the construction timeline and appraisal will work.
Do new homes in Palm Bay have HOA fees?
Many single-lot homes in older neighborhoods have no HOA. Homes in newer planned subdivisions usually do, and some have a CDD assessment on the tax bill.
Are Palm Bay builder incentives worth it?
They can be, especially closing-cost credits for buyers with limited cash. Compare the incentive in dollars against an outside lender's quote before choosing the builder's lender.
