New house or new condo: two different purchases
Panama City Beach's beachfront is dominated by condo towers, and only 25.0% of its housing is detached single-family. New single-family homes tend to be built back from the Gulf in subdivisions and planned communities, while new units right on the water usually come in condo buildings.
- New single-family. You control the roof, the insurance policy and the maintenance schedule. HOA dues and sometimes a CDD apply. Expect a short drive or bike ride to the sand from most subdivisions.
- New-construction condo. Florida gives you 15 days to cancel after signing or receiving the condo documents, and deposits up to 10% of the price must be held in escrow. The association handles the building's insurance, and your monthly fee covers a share of it along with reserves required under the state's Structural Integrity Reserve Study rules.
The choice is often less about price and more about how much of the building's risk and upkeep you want to share with other owners.

Financing a second home on the Gulf
Most buyers here are financing a second home or paying cash. A second-home mortgage typically requires a larger down payment than a primary residence loan, and the lender will want to see that you can carry both homes. For condos, the building has to meet the lender's requirements to qualify for conventional financing; a non-warrantable building narrows your loan options and often means a bigger down payment.
Builder incentives in single-family communities often come through the builder's preferred lender. Ask whether the incentive applies to second-home loans, since some programs are written for primary residences only. You can use any lender you choose.
Closing costs deserve a line in the budget too. Outside Miami-Dade, the deed doc stamps of $0.70 per $100 are usually the seller's cost, but on a mortgage you'll pay $0.35 per $100 on the note plus 0.2% intangible tax on the loan amount. On a $350,000 loan that's $1,225 in note stamps and $700 in intangible tax before lender and title fees.

Building code, storms and insurance on new Bay County homes
Hurricane Michael in 2018 hit Bay County hard, and it's the reason many local buyers now ask first about how a house was built. A new home has to meet the current Florida Building Code wind standards, and newer roofs, impact openings and roof-to-wall connections show up as credits on a wind mitigation inspection. Construction close to the beach also falls under the state's Coastal Construction Control Line rules.
Before signing:
- Pull the FEMA flood zone and ask for the elevation certificate.
- Get a homeowners quote and a separate flood quote, NFIP or private.
- Pick a hurricane deductible you can actually pay. On a $500,000 dwelling limit, 5% is $25,000.
- For a condo, ask for the association's master insurance policy and its deductible, since a large storm loss can lead to a special assessment.
Prices: new single-family vs the 2001 median
Census data puts the median year built at 2001, so much of the resale stock is 20 to 25 years old, with a good share rebuilt or renovated after 2018. Zillow values a typical 3-bedroom at about $470,167 and a 4-bedroom at about $603,940; the upper third of the market starts near $642,663. Over five years, the all-homes index is up 9.5%.
A new house carries a fresh roof, new systems and a full warranty, usually 1 year on workmanship, 2 on systems and 10 on structure. A 20-year-old resale may have had its roof replaced after Michael, which narrows the gap. Ask for permits and the roof date on every resale you compare.
Taxes for second-home owners in Panama City Beach
Because most buyers aren't making Panama City Beach their permanent residence, homestead doesn't apply to them. Non-homestead property is assessed at market value after purchase, and the assessment increases on non-school levies are capped at 10% a year. A brand new home is assessed at full value as soon as it's complete. If you do move here permanently, homestead can reduce assessed value by up to $51,411 in 2026 and limit increases to 3% or CPI.
Florida has no state income tax, which matters if you later move your residence here. A CDD in a new subdivision adds a separate line to the tax bill, so ask for that figure before you sign.
Panama City Beach vs nearby Bay County towns
Across the bay, Zillow's all-homes values run about $282,475 in Panama City, $259,578 in Callaway and $270,713 in Youngstown, all well below Panama City Beach's $415,439. Mexico Beach, rebuilt after Michael, sits around $499,455. Buyers who want a newer house and don't need to be close to the Gulf can get more space for the money across the bay. Buyers who want the beach within a few minutes usually stay on the PCB side and choose between a new house back from the water and a condo on it.
The builder's on-site agent represents the builder, so bring your own. Send me how close to the beach you want to be and whether you'd rather own a house or a condo, and I'll shortlist new and newer options on both sides of the bay.
