Panama City is not Panama City Beach
Newcomers often mix the two up. Panama City is the county seat of Bay County, set on St. Andrew Bay, with a downtown marina district, the historic St. Andrews neighborhood, Gulf Coast State College and a Florida State University campus. Panama City Beach is a separate city on the barrier side, reached by the Hathaway Bridge, and it is where the Gulf beaches, Pier Park and most condo towers are.
Census data shows how different they are. Panama City has about 34,979 residents, a median age of 39.5 and only 1.8% seasonal homes. It is a full-time city of homeowners, workers and retirees, while the beach side is dominated by second homes.

The 1976 house: what it means for a buyer
Half of Panama City's homes were built before 1976. Census figures also show 63.4% are single-family detached and 13.7% are in buildings with ten or more units. For a buyer, an older house brings a specific checklist:
- A 4-point inspection (roof, electrical, plumbing, HVAC) for insurance.
- Roof age and whether it was replaced with a permit after Michael.
- Older electrical panels and wiring types that some insurers will not cover.
- Cast iron or galvanized plumbing.
- Wind mitigation features, which older homes often lack unless upgraded.
Many older homes were substantially renovated after 2018, and a well-documented renovation can make a 1970s house insure much like a newer one. Ask for permits on every major item.
Getting around, jobs and healthcare
One detail newcomers notice quickly: Bay County is on Central Time, an hour behind Tallahassee, Orlando and most of Florida. US 98 and US 231 are the main routes. Tyndall Air Force Base is east of the city past Callaway, and Naval Support Activity Panama City is across the bay on the beach side, so many residents work for the military or its contractors. Northwest Florida Beaches International Airport is northwest of the bay, a drive across the Hathaway Bridge or around the bay depending on where you live.
Ascension Sacred Heart Bay is the main hospital in the city. For specialists that are not available locally, some residents travel to larger medical centers in Pensacola, Tallahassee or beyond.
Panama City against its neighbors
Typical all-homes values from Zillow:
- Fountain: $162,455
- Springfield: $215,050
- Parker: $237,795
- Callaway: $259,578
- Youngstown: $270,713
- Panama City: $282,475
- Lynn Haven: $321,626
- Panama City Beach: $415,439
- Mexico Beach: $499,455
Panama City sits in the middle. Springfield and Parker are cheaper and adjoin the city on the east side. Lynn Haven costs about $39,000 more and has newer homes. The beach towns cost far more, which is why many people live in Panama City and drive to the beach on weekends.
Pros and cons for someone relocating
Pros:
- Prices well below the beach side, with water access on the bay.
- Year-round neighbors and a working downtown.
- Military, college and healthcare employers.
- Five-year price growth driven partly by post-storm rebuilding.
Cons:
- Older housing that needs careful inspection and can be harder to insure.
- Low-lying bay-front areas with flood exposure.
- Bridge traffic to the beach in summer.
- Fewer specialty medical services than larger metros.
What newcomers get wrong in Panama City
A few mistakes come up again and again. Buyers compare Panama City prices with the beach and conclude everything here is a bargain, then skip the inspection items that matter on a 1970s house. Others pick a street for its bay view without checking elevation, and the flood quote changes the whole budget. Some assume a renovated listing was renovated with permits, which is not always true after a storm, when a lot of work was done quickly.
The other common one is timing. Insurance, appraisal and inspection results all arrive during the inspection period, and on an older home they can each raise new questions. Give yourself the full period in the contract and order the insurance quote on day one. Buyers coming from states without hurricane exposure are often surprised that the insurance quote, more than the price, decides which house works.
Taxes, flood zones and insurance
Florida has no state income tax. A permanent resident can claim homestead, worth up to $51,411 off assessed value in 2026, with the Save Our Homes cap on later increases. The assessment resets to market value after a purchase.
Panama City wraps around the bay and its bayous, so flood zones vary block by block. Look up the FEMA zone, ask for an elevation certificate, and get a flood quote alongside the homeowners quote. A mortgage lender will require a flood policy if the home is in an A or V zone. If you tell me where you will work and your budget, I will start with neighborhoods on higher ground with the houses that fit.
