Waterfront Homes in Panama City Beach
Gulf sand, bay docks and lagoon canals are three different purchases
Zillow's typical single-family home in Panama City Beach is worth about $437,041, and waterfront houses sell above that, often well into the upper third of the market, which starts near $642,663. Zillow has no separate waterfront index, so those figures cover the whole city; what you actually pay depends on which water you are on and how the house sits on it.

Gulf-front, bay-front and lagoon: what each one gives you
Waterfront in Panama City Beach means one of three settings, and they suit different buyers.
- Gulf-front: sand and surf out the back door. Most of the Gulf shoreline is lined with condo towers, so detached Gulf-front houses are relatively few and command the highest prices. You get no boat dock, the most wind and surge exposure, and the strictest building rules.
- Bay and lagoon: homes on Grand Lagoon near St. Andrews State Park, along St. Andrews Bay and on the West Bay side face calmer water. This is where you find private docks, boat lifts and canal lots.
- Lake Powell: the large coastal dune lake at the Bay–Walton county line offers lakefront with a different feel and its own permitting questions.
Decide first whether you want a beach or a boat. Many buyers who start out asking for Gulf-front houses end up on the bay side once they see what a dock and a calmer shoreline cost in comparison.

Getting a boat from your dock to the Gulf
For boaters, the route matters as much as the house. St. Andrews Pass, next to St. Andrews State Park, connects the bay to the Gulf. A house on Grand Lagoon or the east end of the bay has a short run to the pass. A house farther up West Bay means a longer trip and more time in no-wake and manatee or wildlife zones.
Sailboat owners should check every fixed bridge between the dock and open water, including the Hathaway Bridge, against their mast height. Powerboat owners care more about water depth at the dock at low tide and in the channel leading to it. Ask the seller what boat they kept there, and ask a local marine contractor to sound the depth at the slip before you remove your inspection contingency.

Seawalls, docks and lifts: the inspection most buyers skip
On a bay or lagoon lot, the seawall holds the yard in place. A general home inspector will glance at it; a marine contractor will tell you how much life it has left. Look for cracks, leaning caps, sinkholes behind the wall and rust stains from failing tiebacks. Replacement is a major project that needs permits and a contractor booked well in advance.
For docks and lifts, ask for permits for the existing structures and their dates. Work on submerged land can involve the city or county, the state and federal agencies. Unpermitted docks are a common surprise on older waterfront homes and can complicate insurance or a future sale. Confirm whether your homeowners policy covers the dock and lift at all, since many do not.
Flood zones, elevation and Gulf building rules
Most waterfront property here sits in a FEMA high-risk flood zone. Bay and lagoon lots are commonly in A or AE zones. Gulf-front lots are often in VE zones, where waves add to the flood risk and building standards are stricter. Lenders require flood insurance in these zones, and it is always a separate policy from your homeowners coverage.
- Ask for the elevation certificate. It shows how high the lowest floor sits relative to the base flood elevation, and that number moves the flood premium a lot.
- Ask the seller about past flood claims and storm repairs.
- On the Gulf, construction seaward of Florida's Coastal Construction Control Line needs a state permit, which limits expansions and rebuilds.
- If you plan a large renovation on an older, lower house, the federal 50% substantial improvement rule can require bringing it up to current elevation.
Wind, salt and what Hurricane Michael taught the county
Hurricane Michael made landfall in Bay County in 2018 as a Category 5 storm. The worst damage was east of the beach, but it reset how buyers and insurers look at roofs, windows and building quality across the county. Census data puts the median home in Panama City Beach at 2001 construction, which means most houses were built under Florida's modern building code, though plenty of older homes remain near the water.
A wind mitigation report showing roof-to-wall straps, a newer roof and impact-rated openings can lower the wind premium meaningfully. Salt air shortens the life of air conditioners, metal railings, light fixtures and window hardware, so check the condensers and the age of exterior metal. A hurricane deductible of 2%, 5% or 10% of dwelling coverage applies once per calendar year; on a $603,940 four-bedroom, a 2% deductible is about $12,079.
Pricing a waterfront house against the city's numbers
Zillow values a three-bedroom house in Panama City Beach at about $470,167, a four-bedroom at $603,940 and a five-bedroom at $954,806. Waterfront homes usually price above the bedroom figure for their size, and the spread depends on frontage, dock, depth, elevation and view. Single-family values rose 0.5% over the past year and all homes are up 9.5% over five years, which describes a steady market rather than a rush.
Census counts 52.7% of homes in the city as seasonal, and many waterfront houses are second homes. If the house will be your permanent residence, homestead takes up to $51,411 off assessed value in 2026. Kept as a second home, it gets no exemption, only the 10% cap on non-school levies. Either way the assessment resets to market value after the sale.
Bay County waterfront outside the city is often cheaper. Panama City's typical home is $282,475 and Lynn Haven's $321,626, and both have bay and bayou frontage. Mexico Beach, at $499,455, costs more. A shortlist that includes both sides of the Hathaway Bridge shows the real price of being on the beach side.
