55+ Communities in Winter Garden

Paying west-Orlando prices for a newer active-adult home

Winter Garden is one of the pricier places to retire in the Orlando area: Zillow's home value index puts a typical three-bedroom at $451,722 and the all-homes value at $568,910. The 55+ market here is mostly new construction in the Horizon West area, where Del Webb, Pulte's active-adult brand, markets communities.

What the 55+ market looks like in Winter Garden

Winter Garden's housing is young: the median home was built in 2004, and 68.9% of homes are single-family detached, according to Census data. Most of the growth came from Horizon West, a large planned area of villages south of the historic downtown. Age-restricted communities there are gated neighborhoods of single-family homes and paired villas with a clubhouse, pools, pickleball and a lifestyle director, sold directly by the builder.

Only 13.8% of Winter Garden residents are 65 or older, and the city's median age is 40.1. So outside the 55+ gates, the area is full of young families, schools and weekend traffic. Retirees moving here often want to be close to children and grandchildren in west Orange County, and that tradeoff is intentional.

Prices by home size

A two-bedroom in Winter Garden runs about $259,288, but most of those are townhomes and condos rather than active-adult villas. Condos average $238,984 and fell 6.9% in the last year. A three-bedroom is $451,722 and a four-bedroom $624,156. Single-family homes overall average $578,755, almost flat for the year (down 0.5%) after rising 23.8% over five years for the market as a whole.

New 55+ homes are usually priced by base plan plus options and lot premium, so the final contract can land well above the advertised starting price. When I compare a new active-adult home to a resale, I price both fully loaded: options, window treatments, landscaping upgrades, and the monthly fee and CDD.

Fees: HOA, amenity and CDD

Horizon West communities commonly carry a Community Development District assessment on the property tax bill. In a 55+ community, that sits alongside an HOA fee that often covers the clubhouse, activities, lawn care and sometimes cable and internet. Ask for:

Buying new from a builder at 55+

Builder incentives in Winter Garden usually depend on using the builder's preferred lender and title company. You can use any lender; you just may lose the incentive, so compare the actual numbers. A typical new-home warranty follows a 1-2-10 pattern: one year on workmanship, two on systems, ten on structural. Hire your own inspector for a pre-drywall check and a final walk before closing.

The builder's sales rep works for the builder. Having your own agent costs you nothing in most builder contracts and gives you someone to push on deposits, completion dates and the punch list.

Daily life outside the gate

Winter Garden's historic downtown along Plant Street has restaurants, a weekly farmers market and the West Orange Trail, a paved rail-trail popular with cyclists and walkers. Many active-adult residents in Horizon West drive there for dinner or the market. Lake Apopka sits on the north side of the city. To the south, the Horizon West villages bring new shopping, medical offices and a lot of school and commuter traffic on the main roads at rush hour.

Before committing, drive from the community to the places you'll use weekly: a doctor, a grocery store, church, your children's homes, and Orlando International Airport if you travel. Distances look short on a map, but west Orange County traffic can make a 10-mile trip take much longer at peak times. I also suggest visiting the clubhouse on a weekday afternoon in summer to see who actually uses it.

Insurance is generally easier on new construction here than on older homes elsewhere in Orange County, since roofs, windows and wind resistance meet current code. Still, check the FEMA flood zone for each lot, especially those backing onto ponds and wetlands.

HOPA rules and resale

Under the Housing for Older Persons Act, at least 80% of occupied homes in the community must have a resident aged 55 or older, and the community must verify ages. Builders write the rules on younger spouses, caregivers and guest stays, and later the HOA can change them. Read the declaration before signing. On resale, your buyer pool is limited to qualifying households, which can mean a longer sale in a soft year. Winter Garden's seasonal share is only 3.2%, so most 55+ residents live here full-time.

Resale homes inside these gates are worth a look alongside new builds. An owner selling after three or four years has usually paid for the upgrades, the fencing and the landscaping, and may accept less than a new build of the same plan.

Homestead and nearby alternatives

A permanent Florida resident can claim homestead, worth up to $51,411 off assessed value in 2026, and Save Our Homes holds yearly increases to 3% or CPI. On a new home, the first full tax bill is often higher than the one shown at contract, because the lot was assessed before the house was built.

If Winter Garden is above budget, Ocoee next door averages $414,035 and Apopka $394,805. Windermere ($709,948) and Doctor Phillips ($535,356) are more expensive. Retirees who want an active-adult community further from Orlando traffic often also look at Lake County to the west.

Quick answers

Is there a Del Webb community in Winter Garden, FL?

Yes. Del Webb, Pulte's 55+ brand, markets active-adult communities in Winter Garden. Phases, floor plans and pricing change often, so check current releases before you visit.

How much does a 55+ home cost in Winter Garden?

Citywide, Zillow's index puts a typical three-bedroom at $451,722. New active-adult homes are priced by plan, options and lot, so final prices are often higher than the base price.

Do Winter Garden 55+ communities have CDD fees?

Many Horizon West communities do. The CDD appears on your property tax bill and is separate from the monthly HOA fee.
