New Construction Homes in Winter Garden
West Orange County growth, a historic downtown, and a high price floor for new homes
New construction homes in Winter Garden start from a higher base than most of metro Orlando, since Zillow's home value index puts the typical single-family home at $578,755, compared with $372,775 for all homes in Orlando. Values slipped 0.5% over the past year after a 23.8% five-year gain, so builders are holding prices fairly firm while using incentives to keep sales moving.

Winter Garden city versus Horizon West
Winter Garden is a city in west Orange County with a historic downtown along Plant Street and the West Orange Trail running through it, near the south shore of Lake Apopka. SR 429 and Florida's Turnpike connect it to the rest of the metro. Much of the new building marketed as Winter Garden is in Horizon West, a large planned growth area south and west of the city, where many homes sit in unincorporated Orange County but carry Winter Garden mailing addresses.
That matters for taxes, utilities and local rules. Ask whether a home is inside city limits or in the county, who supplies water and sewer, and whether the community has a CDD. Two new homes a few miles apart can have different millage rates and fee loads.
Horizon West is also still filling in. Some communities are finished, with mature landscaping and complete amenity centers; others are in early phases, with construction traffic, unbuilt village centers and empty parcels next door. Ask the builder for the community's phase map and what is planned on surrounding land. Visit at commute hours, because the roads feeding SR 429 and the Turnpike carry much more traffic than they did a decade ago, and a new road or school site next to a lot changes how that lot lives.

What new construction costs here by size
Zillow values a three-bedroom Winter Garden home around $451,722, a four-bedroom around $624,156 and a five-bedroom around $819,520. The step from three to four bedrooms is about $172,434, reflecting how many larger, newer homes were built in the area since the 2000s. The upper third starts near $817,238 and the lower third ends near $398,481.
Census data shows a median year built of 2004 and 68.9% detached single-family homes. Because so much of the resale stock is recent, a new build in Winter Garden is often competing against a house that is only five or ten years old in the same or a neighboring community. That narrows the case for paying a new-build premium, unless the incentives close the gap.

Townhomes and the lower end of new construction
Zillow's typical condo value in Winter Garden is $238,984, down 6.9% over the past year. New townhomes in Horizon West and nearby fill the gap between condos and detached houses. With a townhome, read what the HOA covers: exterior maintenance, roof replacement and the building insurance policy differ from community to community, and they change both your dues and what your own insurance policy must cover. Ask for the HOA budget and reserve plan even when the builder still controls the board, since early dues are sometimes set low.
Incentives, lenders and the base-price trap
Winter Garden builders tend to compete through incentives rather than list-price cuts: closing cost credits, rate buydowns through an affiliated lender and design center allowances. You can use any lender, but most incentives are tied to the builder's. Compare full loan estimates side by side, including points and fees, and ask what the incentive is worth in dollars without their lender.
On a to-be-built home, the base price leaves out lot premiums, structural options and design selections. Buyers in amenity-rich communities often finish well above base. Set your ceiling first, and remember that options raise the loan amount and your closing costs.
CDD and HOA charges in west Orange County
Many Horizon West communities were developed with a Community Development District. The yearly CDD assessment appears on your property tax bill, combining bond repayment for roads, utilities and amenities with ongoing maintenance. HOA dues are a separate bill. Get both figures for your exact lot, along with the bond maturity date. When I compare Winter Garden homes for a client, I add these to the mortgage, taxes and insurance to get one monthly number for each house.
Contract, warranty and inspections
Production builders write contracts in their own favor. Read the deposit terms, what happens if you cannot close, the completion estimate and the delay clause. Most use a 1-2-10 warranty: one year on workmanship, two on systems, ten on structure.
Book your own Winter Garden home inspection twice: once at the pre-drywall stage and once ahead of the final walkthrough. Orange County and city inspectors check code compliance; your inspector checks how well the house was built, from roof sheathing nails to insulation coverage. The builder's sales consultant represents the builder. Your own agent can register you at the first visit and is usually paid by the builder.
Taxes, insurance and nearby prices
Florida assesses property on January 1. A house finished partway through the year may get a first tax bill based mostly on the lot, followed by a much larger bill. Homestead, for a permanent residence, reduces assessed value by up to $51,411 in 2026, and Save Our Homes then caps yearly increases. New code-built homes usually insure better than older ones; still check the FEMA zone for lots near lakes and wetlands.
Nearby, Ocoee runs a typical $414,035 for all homes and Apopka $394,805, both below Winter Garden's $568,910. Windermere is higher at $709,948. Buyers priced out of Winter Garden often find newer homes in Ocoee within a short drive of the same downtown.
