An inland West Volusia option where age-restricted manufactured-home parks lead the 55+ market

A typical 2-bedroom costs about $221,999 on Zillow's home value index, and the typical condo about $184,024, among the lower price points in Volusia County.

Orange City's retiree numbers
Census data puts the median age in Orange City at 44.2, with 25.6% of residents 65 or older. That is a lower share than in the coastal towns, where a third or more of residents are 65 and over, but it is still one resident in four. Seasonal homes are only 3.7% of the housing stock, so most retirees here live in Orange City year-round.
The housing mix is wide for a city of about 14,372 people. Just under half of homes, 48.8%, are single-family detached; 17.6% are in buildings of 10 or more units; and the median home was built in 1991. That gives a 55+ buyer three realistic paths: a manufactured home in a park, a condo, or a small single-family home in a subdivision with many retired owners.

Age-restricted manufactured-home communities
Manufactured-home parks are the core of the formal 55+ market here. One example is Orange Tree Village, a 55+ manufactured-home community in Orange City operated by Sun Communities. Communities like it usually offer a clubhouse, pool and organized activities, and the monthly cost covers the lot and some services.
The first question on any park home is what you actually own: the land and the home, or the home alone. In a land-lease community, you own the home and pay lot rent to the operator. In an owned-lot community, you buy the land too and pay HOA dues. Ask:
- What the lot rent is today and how much it rose in each of the last few years
- What the rent includes (water, sewer, trash, lawn, amenities)
- For the park prospectus and rules, which Florida's Mobile Home Act requires parks to provide
- What approval and fees apply to new residents
- The year the home was built and its HUD data plate and wind-zone rating
For a retiree on a fixed income, model lot rent rising every year for the next decade. A home that looks cheap at purchase can cost more over ten years than a small house on owned land.

What makes a community legally 55+
A community can restrict residents by age only if it qualifies under the Housing for Older Persons Act: at least 80% of occupied units must have at least one resident aged 55 or older, the community must publish and follow policies showing that intent, and it must verify ages regularly. Many communities set extra rules, such as minimum ages for other household members or limits on how long younger guests can stay.
Ask the community for its written age policy and the most recent age-verification survey. Listings often call a park or condo 55+ when it is only popular with retirees, and the reverse happens too.
Condos and villas for 55+ buyers
Orange City's typical condo, about $184,024 on Zillow, fell 3.1% over the past year. Lower condo prices give retirees a way to own a maintenance-light home on a modest budget, but the association's finances matter more than the price.
For any building of three or more habitable stories, Florida now requires milestone structural inspections at age 30 (or 25 if the local building official requires) and a Structural Integrity Reserve Study every 10 years, with reserves that owners can no longer waive for budgets adopted on or after December 31, 2024. Garden-style buildings under three habitable stories fall outside the milestone rule, yet every association still needs a budget you can live with. Read the budget, the reserve schedule and a year of board minutes during the 7-day review window.
Prices across Orange City and nearby
Zillow's figures for Orange City: typical home about $291,509, single-family about $295,264, 3-bedroom about $292,455 and 4-bedroom about $377,579. Values are down 1.1% over the year and up 18.3% over five.
Nearby, Deltona runs about $297,684, DeLand about $337,546 and DeBary about $378,912. On the coast, Edgewater is about $294,264 and Ormond Beach about $364,484. Retirees who want the beach regularly often compare West Volusia against Edgewater, which costs about the same and sits near the ocean. Those who prefer inland living, springs and a quieter year-round community tend to stay on the I-4 side.
Insurance, homestead and a fixed budget
Insurance on manufactured homes depends heavily on the build year. HUD tightened wind standards in 1994, and insurers price older homes much higher or decline them. Get a quote with the specific home's details before your inspection period ends. For site-built homes and villas, expect a 4-point inspection and a wind mitigation report on anything around 30 years old.
West Volusia is inland, but storms still bring wind and heavy rain. Check the FEMA flood zone for any address near lakes or wetlands. Florida emergency managers typically ask manufactured-home residents to leave ahead of a hurricane, so know where you would go.
A permanent resident can claim homestead, up to $51,411 off assessed value in 2026, with the 3% Save Our Homes cap. How a manufactured home is taxed depends on whether the land is owned or leased, so ask the Volusia County property appraiser. I usually build a shortlist that shows lot rent or HOA, taxes and insurance side by side, because the purchase price alone hides the real monthly cost.
