55+ Communities in Clearwater
Clearwater's 55+ market is mostly condos and manufactured homes. Here's how to compare them.

The legal side of 55+: the 80% rule and what it allows
The federal Housing for Older Persons Act lets a community restrict by age if at least 80% of occupied units have at least one resident aged 55 or older, and the community follows published age policies. The remaining 20% gives associations room to set their own rules. Some allow a younger spouse or partner, some require every resident to be over a certain age, and most limit how long younger guests can stay.
Before you buy, read the age section of the declaration and the rules, and ask how the board handles a surviving spouse under 55, a live-in caregiver, or an adult child moving in. The answers vary more than people expect.

Large condo communities: On Top of the World and similar
On Top of the World Clearwater is one of the best-known 55+ condo communities in Pinellas, a large complex of low-rise buildings with its own clubhouses, pools and activity calendar. You'll also find dozens of smaller 55+ condo complexes across the mainland, many built in the 1970s and early 1980s.
What you get in a large community: a full activity schedule, staff, and a deep pool of buyers when you sell. What you pay for: the amenities, through the monthly fee. Compare these specifically:
- What the fee covers (building insurance, water, cable, exterior maintenance, roofs).
- The reserve balance against the Structural Integrity Reserve Study, if the buildings are covered by it. Owners can no longer waive those reserves on budgets adopted on or after December 31, 2024.
- Any special assessment in the last five years and any under discussion now.
- Rules on pets, vehicles and guests, since these affect your daily life and your future buyers.

Manufactured-home parks: who owns the land
With 5.3% of Clearwater's housing in mobile or manufactured homes, and many more parks in neighboring Largo and Pinellas Park, this is the lowest-cost route into 55+ living in the county. The price of the home is only part of it. Three setups:
- Land lease: you own the home and rent the lot. Lot rent is the main ongoing cost and can rise every year, so ask for the rent history and the prospectus.
- Resident-owned co-op: you buy a share in the corporation that owns the park. Fees are set by an elected board of residents.
- Owned lot: you own both home and land and pay an HOA fee.
Most mortgage lenders treat manufactured homes on leased land as personal property, so many of these purchases are cash. Ask about the home's year of manufacture and its wind zone rating, and get an insurance quote before you commit, since older homes can be hard to insure.
Prices: what $124,000, $195,000 and $259,000 buy
There's no separate index for 55+ housing, but Zillow's Clearwater figures give the frame. A one-bedroom of any type is about $124,028, a typical condo about $194,891, and a two-bedroom about $258,939. Many 55+ condos fall in the one- and two-bedroom bands, and the older ones often at the low end of each. Condo values fell 6.2% over the past year, which is partly why: higher fees and reserve contributions in older buildings have weighed on prices.
A single-family house in Clearwater runs about $384,637. Buyers who want a house with a garage in an active-adult setting usually look beyond Clearwater, since Pinellas has little land for new communities.
Neighboring cities widen the choice without leaving the county. On Zillow's all-homes figures, Largo is about $335,649 and Pinellas Park about $300,743, both below Clearwater's $340,654, while Dunedin ($410,947) and Palm Harbor ($402,191) cost more. A buyer who wants to stay close to Clearwater's beaches and hospitals but pay less often ends up comparing communities in Largo alongside Clearwater ones.
Storms, flood zones and buildings near the water
Many 55+ complexes sit inland, but some are close to the harbor or bay. Check the FEMA flood zone of the building, and for a condo, ask what damage the community had in the 2024 hurricanes and how repairs were paid. For a manufactured home, ask about tie-downs and the park's evacuation plan. Hurricane deductibles in Florida are a percentage of coverage and apply once per calendar year, so they matter to a condo association's budget as much as to your own policy.
Snowbirds, homestead and the tax reset
Census counts 10.4% of Clearwater homes as seasonal, and many of those owners are in 55+ communities for the winter. If Florida is your permanent home, homestead takes up to $51,411 off your assessed value in 2026, and Save Our Homes caps annual increases at 3% or CPI. Part-time owners who live elsewhere, including Canadians visiting up to about six months a year, get no homestead and a 10% cap on non-school levies. In either case, the assessment resets to market value after you buy. Canadians should also check the IRS substantial presence test and Form 8840 with a cross-border tax advisor; this isn't legal or tax advice. Once you know which housing type fits your budget, a shortlist that compares total monthly cost across a few communities is the useful next step.
