Buying a House in Clearwater
An older, built-out county: you're buying an existing house, so its condition sets the cost.
A typical single-family house in Clearwater is worth about $384,637 on Zillow's home value index, up 0.9% over the past year, and a three-bedroom runs about $421,692. Pinellas is Florida's most densely built county, with little land left for new subdivisions, so a Clearwater house purchase is almost always an older home, and the roof, the elevation and the insurance quote move your real cost more than the list price does.

Clearwater against its Pinellas neighbors
Clearwater's all-homes typical value is about $340,654. Nearby cities on Zillow's index:
- Cheaper: Pinellas Park about $300,743 and Largo about $335,649.
- Similar: Gulfport about $348,410, St. Petersburg about $351,862, Oldsmar about $357,907.
- Higher: Seminole about $384,804, Tarpon Springs about $387,014, Palm Harbor about $402,191, Dunedin about $410,947 and Safety Harbor about $496,694.
- Beach towns: Treasure Island about $531,324 and Saint Pete Beach about $606,325.
These are all-homes figures, so a city with many condos looks cheaper than its houses really are. Clearwater's own house figure ($384,637) is about $44,000 above its all-homes number for that reason. For house-to-house comparisons, look at the same bedroom count in each city rather than the headline value.

What each bedroom count costs
Zillow's bedroom data for Clearwater: about $258,939 for a two-bedroom, $421,692 for a three-bedroom, $592,775 for a four-bedroom and $989,794 for five or more. The step from two to three bedrooms is about $162,800, and from three to four about $171,100. The lower third of the market ends near $178,070, and the upper third starts near $615,446.
Many two-bedroom houses in Clearwater are small 1950s to 1970s block homes, often with one bathroom or a carport converted to living space. If your budget sits around $300,000, that is likely the house type you'll be looking at, and a careful inspection matters more than finishes.
One upside of older neighborhoods: many have no mandatory HOA, or only a voluntary civic association, so there's no monthly fee and fewer rules about fences, sheds or paint colors. Some still have recorded deed restrictions, and a few newer pockets do have HOAs. Your title company can pull the recorded restrictions early, and it's worth reading them before you plan a pool, a second story or a boat on the driveway.

Older houses: what the inspection and insurer will look at
Census data puts the median year built for Clearwater housing at 1978. On a house that age, expect your insurer to ask for a 4-point inspection (roof, electrical, plumbing, HVAC) and to price the wind portion of the policy from a wind mitigation report. Things that commonly cause problems:
- Roofs past the age many insurers accept, especially shingle roofs.
- Older electrical panels some carriers refuse to cover.
- Galvanized or polybutylene supply lines.
- Cast-iron drain lines in slab homes; a sewer-line camera inspection is worth the cost.
- Additions or enclosed porches without permits.
A wind mitigation report showing roof-to-wall clips or straps, a newer roof deck attachment, and impact windows or shutters can bring the premium down. If a private carrier won't write the house, Citizens Property Insurance, the state-backed insurer of last resort, may be the option, and that changes your monthly number.
Flood, elevation and the 2024 storms
Clearwater runs along both Clearwater Harbor and Old Tampa Bay, with low areas near the water on each side, and the barrier island neighborhoods on the beach. The 2024 storm surge from Helene reached many Pinellas homes that had never flooded before. Before you commit to a house:
- Check the FEMA flood zone for the exact address. A or V zone means your lender will require flood insurance, a separate policy from homeowners.
- Ask whether the house flooded in 2024, whether there was a claim, and what was repaired with permits.
- Get an elevation certificate if the seller has one.
- Ask whether the house has had substantial damage or improvements that could trigger FEMA's 50% rule on future work.
Higher ground inland usually means a lower flood premium, and that difference alone can make a pricier inland house cheaper to own than a cheaper one near the water.
Taxes after closing: homestead or second home
Your property tax is based on the new assessed value, which resets to market value after a sale. In a county where many owners have held their homes for decades, the seller's bill can be far below yours.
If the house is your permanent Florida residence, file for homestead with the Pinellas County Property Appraiser: up to $51,411 off the assessed value in 2026, with Save Our Homes holding annual assessment increases to 3% or CPI. A second home, including one owned by a Canadian snowbird, gets no homestead and a 10% cap on non-school levies. Amendment 3, on the November 3, 2026 ballot, could change parts of this, and the result was not known at writing. This isn't legal or tax advice.
Cash needed on a typical Clearwater house
On a $384,637 purchase with 20% down, the down payment is about $76,900 and the loan about $307,700. The buyer typically pays note stamps of about $1,077 and intangible tax of about $615 on that loan, plus title, lender fees, prepaid insurance and escrow. Deed stamps of $0.70 per $100 are customarily the seller's in Pinellas. The cash-to-close table on this page shows a fuller estimate. If you're deciding between Clearwater and Dunedin, Largo or Safety Harbor, a shortlist of houses at the same bedroom count in each is the quickest comparison.
Clearwater: questions and answers
Is it a good time to buy a house in Clearwater?
I don't forecast prices. Zillow shows Clearwater house values up 0.9% over the past year, so the market is flat to slightly up. With older homes, the insurance quote and inspection results often matter more to your timing than the market.
How much does it cost to buy a house in Clearwater?
The typical single-family value is about $384,637. With 20% down, that's about $76,900 plus closing costs, including roughly $1,700 in state taxes on the mortgage.
Is Largo cheaper than Clearwater?
Slightly, on Zillow's all-homes figures: Largo is about $335,649 versus $340,654 for Clearwater. Pinellas Park is lower at about $300,743. Compare the same bedroom count, since condo share skews these averages.
Can I get insurance on an older house in Clearwater?
Usually yes, but the roof age, electrical panel and plumbing decide the price and which carriers will quote. Get a 4-point and wind mitigation inspection during your inspection period.
