What makes a Palmetto community legally 55+
Under the federal Housing for Older Persons Act, a community can restrict by age when at least 80% of its occupied homes have at least one resident who is 55 or older, and it publishes and follows policies that show that intent and verifies ages. The other 20% gives room for a younger spouse or a caregiver, and each community decides how to use it.
Around Palmetto you will see parks described as adult, senior or 55+ in listings. Those words are marketing until you read the recorded documents. Ask for the age policy in writing, the rules on overnight guests and visiting grandchildren, and whether an adult child could move in later. Ask too whether the community has an active board or residents' association, since that tells you who controls the rules.

Manufactured-home communities: leased lot or owned lot
With nearly a third of the city's housing in manufactured homes, this is the most common 55+ format in Palmetto, and it is how many retirees get in at prices near the bottom of the market. One-bedroom homes in Zillow's index sit around $154,396, and park homes make up a good share of that tier.
The structure of the community changes the math:
- Land-lease parks: you buy the home and pay a monthly lot fee to the park owner. The purchase price is lower, but the fee can rise, and it never ends. In larger parks, Chapter 723 of Florida law, the Mobile Home Act, entitles residents to a prospectus and to written notice before a fee increase takes effect. Ask for both, plus the last several years of increases.
- Resident-owned communities: residents collectively own the park, often as a co-op, and pay maintenance fees set by their own board. Read the budget and minutes the way you would for a condo.
- Deeded lots: you own the home and the land. These usually cost more up front and are easier to finance with a conventional mortgage.
For the home itself, check the HUD data plate and the year built, the roof and any roof-over, tie-downs and anchoring, and any additions or screen rooms and whether they were permitted. Homes built after HUD's 1994 wind standards are generally easier to insure. Lenders for homes on leased land are a narrower group, so line up financing before you make an offer.

55+ condos and villas in older complexes
Zillow values a typical Palmetto condo at $295,836, down 5.6% over the past year. About 22.5% of the city's housing is in buildings with 10 or more units, and the median home dates to 1983. Many age-restricted condos and villas here are in complexes from that era.
For any building of three or more habitable stories, Florida now requires a milestone structural inspection around the 30-year mark, a Structural Integrity Reserve Study every 10 years, and, for budgets adopted on or after Dec 31, 2024, fully funded reserves for structural items. That is good for building safety and hard on monthly fees. Ask for the latest reserve study, the inspection reports, the current budget and any special assessment that has been voted or discussed. As a resale buyer you can cancel within 7 days, excluding weekends and holidays, after you receive the association documents, so read them closely in that window.
Newer active-adult options a short drive east
If you want a newer home with a clubhouse and current building code, the active-adult building in this part of Manatee County is mostly east of Palmetto. Current builder listings in Parrish include active-adult villas and single-family homes at Lennar's Prosperity Lakes. Zillow puts Parrish's typical home at $413,854 and Lakewood Ranch's at $589,452, compared with $350,433 in Palmetto.
New construction brings a new roof, impact-rated openings in many cases, and builder warranties, which usually help with insurance. It also often brings a Community Development District assessment on the property tax bill on top of the HOA fee. Get both numbers, plus any amenity or golf charges, before you compare a new villa in Parrish with a resale condo in Palmetto.
Homestead, fees and insurance on a fixed income
If Palmetto becomes your permanent residence, homestead takes up to $51,411 off assessed value in 2026, and Save Our Homes holds yearly assessment increases to 3% or CPI, whichever is lower. Florida has no state income tax. If your home sits on leased land, ask the property appraiser how it is taxed, because the exemption math differs from a deeded house. Amendment 3 on the Nov 3, 2026 ballot may change parts of the property tax rules.
On a fixed income, the bills that move are the lot fee or HOA fee, insurance and any special assessment. Build a yearly budget with all of them, add the hurricane deductible (a percentage of dwelling coverage, applied once per calendar year), and check the flood zone, since parts of Palmetto sit low near the river and the bay.
Visiting in summer before you choose
Seasonal homes make up 21.2% of Palmetto's housing, so many 55+ communities are full in winter and much quieter from late spring through fall. Visit in both seasons if you can. Ask how many owners live there year-round, what the activity calendar looks like in August, and who handles storm preparation for absent owners. Send me your budget, whether you prefer a park home, a condo or a newer villa, and whether golf matters, and I will put together a shortlist with full monthly costs side by side.
What buyers ask me
Are there 55+ communities in Palmetto, FL?
Yes. Most are manufactured-home communities and older condo or villa complexes. Newer active-adult construction is mainly east of Palmetto, around Parrish and Lakewood Ranch.
How much does a home in a Palmetto 55+ community cost?
It depends on the format. Zillow values a typical Palmetto one-bedroom home around $154,396, a two-bedroom around $254,493 and a condo around $295,836. In a land-lease park, add the monthly lot fee to your cost.
Can I get a mortgage on a manufactured home on leased land?
Sometimes, but fewer lenders offer it and terms differ from a regular mortgage. Talk to a lender before you make an offer, and expect cash or a specialized loan for older homes.
Can younger family members live with me in a 55+ community?
Federal law requires that at least 80% of occupied homes have a resident 55 or older, and each community sets its own rules for the rest. Ask for the age policy and guest rules in writing before you buy.
