55+ Communities in Orange Park
An older, established town with few formal 55+ communities and plenty of retiree-friendly housing
Orange Park has only a small number of formal age-restricted communities, but it is already an older town: Census data shows 27.1% of residents are 65 or older, and a typical 2-bedroom home, the size many retirees buy, is valued at about $182,410 on Zillow's home value index. Most buyers 55 and over end up choosing between an age-restricted condo or villa, an ordinary condo full of retirees, a small house in town, or a newer active adult section elsewhere in Clay County.

What counts as a 55+ community under federal law
A community can legally limit residency by age under the federal Housing for Older Persons Act. To qualify, at least 80% of occupied units must have at least one resident 55 or older, the community must publish and follow policies showing that intent, and it must verify ages. That leaves room for up to 20% of units without a 55+ resident, and many associations set stricter rules of their own, such as minimum ages for every resident or limits on how long younger guests can stay.
Plenty of Orange Park buildings are full of retirees without being age-restricted. That matters at resale: an age-restricted unit can only be sold to a qualifying buyer, which narrows your future buyer pool, while an ordinary building can be sold to anyone.

Types of 55+ housing near Orange Park
- Age-restricted condos and villas. Small associations of one-story or low-rise units, usually with exterior maintenance included. Fees vary widely, so compare what each one covers.
- Retiree-heavy condo buildings without age limits. Common in and around town. Easier to sell later, with a broader buyer pool.
- Single-family houses in older neighborhoods. 1960s to 1980s homes on established streets near the St. Johns River and Doctors Lake. Budget for roof, plumbing and electrical updates.
- Active adult sections in newer master-planned communities elsewhere in Clay County and in St. Johns County, built by national builders, with clubhouses and HOA-run amenities. Expect higher prices and sometimes a CDD.
I cannot give you a reliable list of age-restricted associations inside the town limits from public data alone; I verify each one's age policy from its recorded documents when a client is interested in it.
Fees: HOA, condo dues and what they cover
On a fixed income, the monthly association fee can matter more than the price. In a condo, the fee usually covers the building's insurance, exterior maintenance, reserves and sometimes water and trash. Older buildings in Orange Park face Florida's condo safety rules: buildings of three or more habitable stories need milestone structural inspections once they reach 30 years old (or 25 where the local building official requires it), and every condo association must fund a Structural Integrity Reserve Study, with no waiving of those reserves for budgets adopted on or after December 31, 2024. Many older buildings have raised fees or levied special assessments to catch up.
Ask for the budget, the reserve study, the latest inspection report and two years of board minutes. As a resale condo buyer, you have 7 days after receiving the association documents to cancel.
Healthcare, the base and getting around
HCA Florida Orange Park Hospital is in Orange Park, which is a real advantage for retirees compared with smaller Clay County towns. Naval Air Station Jacksonville is just to the north, and many residents are military retirees who use its services. U.S. 17 runs through town, and Interstate 295 connects to the rest of Jacksonville, including the Buckman Bridge across the St. Johns River. Jacksonville International Airport is on the far side of the city.
The Census shows a median age of 49.1 and no seasonal housing to speak of, so Orange Park is a year-round town. Neighbors will be around in summer, unlike in many Gulf coast retirement towns.
Taxes, homestead and storm planning
Florida has no state income tax, and retirees who make the home their permanent residence can claim homestead: up to $51,411 off assessed value in 2026, with increases capped at 3% or inflation. Some Florida counties offer an extra senior exemption for low-income residents 65 and older; ask the Clay County Property Appraiser whether it applies to you.
Northeast Florida gets fewer direct hurricane hits than the southern half of the state, but riverfront and low-lying streets near the St. Johns and Doctors Lake can flood in strong storms. Check the FEMA zone, get insurance quotes during your inspection period, and on older homes expect a 4-point inspection and a wind mitigation report.
How to compare your options
Nearby Clay County towns cost more: Middleburg's typical home is about $324,571, Green Cove Springs about $339,732 and Fleming Island about $442,384. Orange Park's older stock is the reason it is cheaper, so the right comparison is total monthly cost, including fees, insurance and the repairs an older home will need. Tell me whether you want an age-restricted community or simply a quiet, low-maintenance home, and I will send a shortlist with the fees and rules for each.
