New Construction Homes in Fleming Island
A mostly built-out island, so new homes here are infill and the big subdivisions are a short drive away
New construction in Fleming Island is limited because most of the island was developed in the 1990s and 2000s, and the typical existing house is already valued at about $456,124 on Zillow's home value index. Buyers who want a brand-new house usually choose between a rare infill lot or custom build on the island and a new subdivision a few miles south or west in Clay County, where land is cheaper.

Why there are so few new homes on the island
Census data puts Fleming Island's median year built at 2001, and 78.2% of homes are single-family detached. The large planned communities, such as Fleming Island Plantation and Eagle Harbor, filled in years ago. What comes up now tends to be:
- A remaining lot inside an established neighborhood, built on by a local or custom builder.
- A small group of townhomes or houses on a leftover parcel near U.S. 17.
- A teardown or heavy remodel of an older home on a larger or waterfront lot.
So the choice on the island is often between a newer resale built 15 to 25 years ago and a true new build somewhere else in the county.

New versus resale: what the numbers say
Zillow's bedroom values on Fleming Island give a resale benchmark: about $364,455 for a 3-bedroom, $490,335 for a 4-bedroom and $647,605 for 5 bedrooms or more. The typical house is flat over the last year and up about 22% over five. Any new build on the island should be compared against those figures and against resale homes on the same street, because buyers here can always buy an existing house with mature trees and a finished yard.
Nearby markets frame the alternative. Green Cove Springs runs about $339,732, Middleburg about $324,571 and Asbury Lake about $482,382 for a typical home. New subdivisions in those areas often price a new 4-bedroom close to a 3-bedroom or 4-bedroom resale on Fleming Island. The extra commute time is what you trade for that.

Base price, options and lot premiums
A builder's advertised price is the starting point. On a typical new home the final contract adds:
- Structural options such as an extra bedroom, a bigger garage or an extended lanai, which must be chosen early.
- Design studio upgrades for flooring, cabinets and counters, where totals climb fastest.
- Lot premiums for a pond, preserve, corner or larger lot.
I ask for a written price on the exact plan, lot and options before any deposit, then compare that total against resale homes. That comparison is where many new-build plans change.
Incentives, preferred lenders and your own agent
Builders in the Jacksonville area often offer incentives such as closing cost help or a rate buydown. Those usually require using the builder's preferred lender and title company. You are free to use any lender, but then you may lose the incentive, so get a written loan estimate from the builder's lender and from at least one other lender, and compare the total cost, not only the rate.
The builder's sales rep represents the builder. Having your own agent costs you nothing extra in most new-home sales, provided you register your agent on your first visit. On a custom or infill build, your agent should also help check the contract terms on delays, change orders and deposits.
CDDs, HOAs and the tax bill
Many newer subdivisions in Clay County were financed with a Community Development District. A CDD charges an annual assessment that appears on the property tax bill, often with a debt portion that runs for many years plus an operating portion. Ask for the exact CDD amount for the lot, whether the debt can be paid off early, and the HOA fee on top. On the island itself, most established communities have an HOA but no new CDD.
If the home will be your permanent residence, file for homestead the year after you close. In 2026 it can reduce assessed value by up to $51,411, and the 3% cap then limits increases.
Inspections, warranty and insurance
A new house still needs inspections. I recommend an independent inspection before drywall, when framing, plumbing and wiring are visible, and another before closing. Builders typically offer a 1-2-10 warranty: one year on workmanship, two on major systems, ten on structure. Read what counts as structural.
Insurance is one place a new home clearly wins. A house built to current Florida code with a new roof and modern wind protection usually costs less to insure than a 20-year-old resale. Ask about the flood zone too, especially near Doctors Lake, the river or creeks.
When a newer resale beats a new build
On Fleming Island the honest competitor to a new house is a 2000s resale in an established community. It comes with a finished yard, trees, fencing, window coverings and a known HOA, and none of the waiting. Its weak spots are a roof that may be near replacement age, original AC units and dated finishes. When you price a new build, add what a resale would need in its first five years, such as a roof, AC and flooring, and compare the totals. Sometimes the new house still wins, especially on insurance. Sometimes the resale wins by a wide margin.
Deposits and timelines
Builders typically ask for a deposit at contract and more when you pick options. Florida law requires some builder deposits to be held in escrow, but terms vary, so read the contract for when deposits become non-refundable. Build times on a to-be-built home commonly run several months to a year, while a finished spec home can close in weeks. If you need to move by a fixed date, a spec home or a resale is the safer choice. Quick answers
Are there new construction homes on Fleming Island?
A few, mostly infill lots, small projects and custom builds. Most of the island is built out, and larger new subdivisions are in other parts of Clay County.
Is new construction cheaper than resale near Fleming Island?
Often yes, if you buy in nearby towns where land costs less. On the island itself, resale homes are the main supply, with a typical 4-bedroom around $490,335 on Zillow.
Do I need my own agent to buy new construction?
It is a good idea. The builder's sales rep works for the builder. Register your agent on your first visit so the builder recognizes them.
What is a CDD fee in Clay County?
A Community Development District assessment, billed with property taxes, that pays for infrastructure and upkeep in some newer subdivisions. Ask for the exact amount on any lot.
