New Construction Homes in Navarre

Infill subdivisions off US-98, builder incentives, and how a new house stacks up against a 2003 resale

New construction homes in Navarre compete with a resale market that is already fairly young: Census puts the median year built at 2003, and Zillow's typical single-family value is about $409,193. That narrows the gap between new and used, so the decision comes down to incentives, lot, flood exposure and monthly costs more than condition.

Where new building happens in Navarre

Navarre is largely built out along US-98 and Santa Rosa Sound, so most new construction lands in subdivisions north of the highway and on infill lots scattered through older neighborhoods. D.R. Horton currently has the largest block of new listings in the Navarre market, and smaller builders put up homes on individual lots. Beach-side new construction on Navarre Beach is rare and priced in a different bracket entirely.

Expect the newest subdivisions to be the farthest from the sound. That is usually good news for flood zones and bad news for the drive to the beach, and it is worth deciding up front which of the two you care about more.

Because Navarre is unincorporated, Santa Rosa County issues the permits and runs inspections. Utilities vary by area. Some parts of Navarre are on central water and sewer and some older or outlying lots rely on septic, so ask which provider serves the lot for water and sewer and what the connection or impact fees were, and whether they are already in the price.

What the price includes, and what it does not

Navarre builders advertise a base price for each floor plan. The final contract number usually grows through three channels:

Write down a total budget, including options, before you pick a plan. Then ask for the HOA dues, any CDD assessment and the expected property tax on the finished value. A CDD assessment appears as a separate line on the county tax bill, and it is easy to miss when you are comparing list prices alone.

Incentives and the preferred lender question

In this market, builder incentives usually take the form of closing-cost credits, rate buydowns or a package of upgrades, and they are larger on completed spec homes than on homes you build from scratch. Most of them are tied to the builder's lender and title company.

My usual approach in Navarre is to get a loan estimate from the builder's lender and one from an independent lender in the same week, then compare total cash to close and the payment after any buydown expires. Sometimes the builder package wins clearly. Sometimes a smaller price cut with outside financing is cheaper over five years. You only know by putting the two estimates side by side.

New versus resale: the Navarre numbers

Zillow's index puts a 3-bedroom in Navarre near $359,208 and a 4-bedroom near $475,083. Values rose 17.6% over five years and 1.8% in the last year. With the market this flat, resale sellers are negotiating, and that puts pressure on builders too.

A resale house from the 2000s already has a mature yard, window coverings and a known flood and insurance history, and the seller may still have a reasonably young roof. A new house adds a full builder warranty, a brand-new roof and current-code wind protection, which tends to lower the premium. The gap between a new house and a 15-year-old house is smaller in Navarre than in older Panhandle towns, so incentives can easily decide it.

For comparison, the typical home in Pace is about $325,892 and in Milton about $286,472. Buyers willing to drive farther inland will usually find new construction at lower price points there.

Flood, elevation and insurance on a new Navarre lot

New does not mean high. Before you choose a lot, look up its FEMA flood zone and ask the builder for the planned finished floor elevation. Once the house is complete, get the elevation certificate; it drives flood pricing and you will want it at resale. Lenders require flood insurance in A and V zones, and lots near the sound or low drainage areas deserve a flood quote even when they sit outside those zones.

Ask for the wind mitigation documentation at closing. Impact-rated windows or shutters, roof-to-wall connections and roof deck attachment are what insurers credit, and new homes should qualify for most of them.

Build timelines and planning a move around them

A to-be-built house in Navarre usually takes several months from contract to keys, and the date the sales office gives you at signing is an estimate. Weather, inspections, materials and the builder's own scheduling all move it. Builder contracts typically allow the builder to push completion without penalty, while you may owe fees if you delay.

If you are relocating, selling another home, or arriving on military orders, this matters more than the floor plan. Three ways to manage it:

Military buyers using VA financing should confirm early that the builder and community are set up for VA loans, since that affects the lender list and the appraisal.

Contract, warranty and your own inspector

Builder contracts favor the builder. Read the deposit terms, what happens if appraisal or financing falls short, and how much flexibility the builder keeps on completion dates. Most warranties follow a 1-2-10 pattern: workmanship for a year, mechanical systems for two, and structural for ten.

Hire your own inspector for a pre-drywall visit and a final inspection before closing, and send any punch list in writing. A county inspection confirms code compliance, which is a minimum. The sales agent in the model works for the builder, so register your own agent at the first visit if you want someone on your side of the contract.

Questions buyers ask

Who builds new homes in Navarre, FL?

D.R. Horton has the largest number of new listings in the Navarre market as of October 2026, along with smaller builders on individual lots. Activity changes month to month, so check current communities before visiting.

Are new homes in Navarre worth it compared to resale?

Sometimes. Navarre resale homes are fairly young, with a median build year of 2003, so the gap is narrower than elsewhere. Compare total cost over five years, including incentives, insurance and dues.

Do new homes in Navarre need flood insurance?

Lenders require it in high-risk A and V zones. Outside those zones it is optional, but low lots near the sound or drainage areas are worth insuring. Ask for the elevation certificate.

Can I use my own agent with a Navarre builder?

Yes. Most builders want the agent registered at your first visit, so bring them along from the start.
